Great debate on pensions: a major challenge for facilitating exchanges

Facilitation : Acte Sept's new expertise in guaranteeing the expression of opinions and structuring exchanges in a tense context. Tried and tested across France to gather fears and questions raised by pension reform.

Autumn 2019, Jean-Paul Delevoye, then Haut-Commissaire aux Retraites (High Commissioner for Pensions), commissioned by the Ministry of Health and Solidarity, wanted to criss-cross France to answer citizens' doubts and questions about pension reform. A number of complexities are emerging :

How to organize the discussion and optimize the quality of exchanges in a tense context ?

How can we ensure that the 100 citizens present at each meeting can really express themselves, and not just the boldest or most talkative ?

How can we guarantee that questions of general interest will prevail over personal issues ?

And all the while respecting time constraints ?

He and his team decided to call in an outside partner: Acte Sept took up the challenge and launched into facilitation !

In each city where the debate took place, we deployed a method based on timed periods of reflection and exchange: we talked, we listened to each other, we rephrased and we asked clear questions. The feedback is unanimous: the plurality of opinions is heard and respected, and explanations are well received.

A particularly relevant tool in a context of reflection, transformation or emerging from crisis.
